Learn how Flood Mitigation Assistance (FMA) grants help Louisiana homeowners reduce flood risk and protect their property.
The Flood Mitigation Assistance (FMA) Grant Program provides Louisiana homeowners and communities with federal funding to reduce long-term flood risk through projects like home elevation, acquisition, and floodproofing. Managed by FEMA and coordinated in Louisiana through GOHSEP, FMA grants help protect properties that repeatedly face flooding while lowering future insurance and repair costs. Each year, eligible parishes can apply for funding to elevate homes, relocate structures out of high-risk zones, or implement other mitigation measures that make neighborhoods safer and more resilient. For many Louisiana residents, FMA grants offer a vital path toward long-term protection and peace of mind.
FMA Grant Process
1. The parish decides to apply for elevation grant funds.
2. Gather required the paperwork to be included on the grant application, which may include contractor estimates, an elevation certificate, a square footage verification document, and a homeowner application.
3. The parish submits the grant application.
4 .The parish notifies homeowners when the grant has been approved.
5. Elevation work begins.

Frequently Asked Questions about FMA
A property is considered SRL if it meets either of these criteria:
-
Four or more separate flood insurance claims of $5,000 or more each (building and contents), totaling over $20,000, or
-
Two or more separate building-only flood claims where the combined amount exceeds the current market value of the structure.
In both cases, at least two claims must have occurred within a 10-year period and be more than 10 days apart.
Contact your local floodplain manager, who can verify your status. (Use the contact link provided above.)
The FMA program is a yearly funding opportunity available to all Louisiana parishes to help homeowners elevate their homes. Applications are typically due in August, but you should reach out to your floodplain manager in early spring to express interest and follow up periodically.
The program can fund up to 100% of the elevation contract. If you received a Road Home elevation incentive or ICC funds, those amounts are applied first, and the grant covers the remaining balance.
Approval typically takes 12–24 months after your parish submits the application.
